Monthly Update To: Mayor and Township Committee From: Peter Ylvisaker Subject: PMUA February Update Date: April 8, 2010 The following is a summary of the PMUA’s April 6th special meeting.
Organization The PMUA took the following actions: · Oaths of Office were administered to Mssrs. McCue, Bronson, Weirsky and Minter. Mr. Kiernan’s request to postpone his appointment to the April 20 meeting was granted. · Ms. Nancy Hendrickson was appointed MUA secretary to replace Ms. Peacock who resigned from the position. · Mr. Reed will replace Mr. McCue as the liason to the Township Committee · The PMUA received fourteen (14) proposals for the advertised positions for attorney, bond counsel, general engineer and auditor. A committee of Mr. McCue, Mr. Weirsky and Mr. Ylvisaker will review the proposals and submit their recommendations to the full board at a future meeting · The Township Committee still needs to adjust terms of MUA appointments to conform with state statue requirements · The PMUA approved an amendment to its 2009-2010 to increase the budget from $74,100 to $297,000. Of this amount, $16,700 is related to salaries and wages (decreased from $47,100) and $280,300 for capital projects (increased from $74,100). The breakdown of the $280,300 for capital projects is as follows: $39,400 YTD Expenditures $181,400 Lakewood Road Study- Phase 2 $49,500 Task 1 Scope of Services- Preliminary Design $10,000 Other Expenditures for engineer, attorney, solid waste
Redevelopment Project Van Cleef Engineering Van Cleef continues to take monthly water level readings at the Lakewood site. Since October, when the first readings were taken and to March 11, 2010 the seasonal water levels have risen on average 4.13’. At wells #1 and # 2, which are within the area identified as having the greatest recharge potential, the rise has been less, 3.25’ and 3.40’respectively. The study assumed the seasonal groundwater levels to be 2’ higher than the levels recorded in October 2010. The net increase at wells #1 and #2 is 1.3’ Van Cleef will continue to monitor the water levels on a monthly basis. Site Access Agreement The PMUA has received signed Access Agreements from two of the three property owners. We are seeking permission from the last owner to enter their property for the expanded wastewater study. The attorney for the third property owners has advised the Mayor and PMUA his clients are agreeable to providing the requested permission and to sell the property in question subject to their retaining 2 acres of the 15 acres involved. The attorney has been advised this is acceptable to the Township. NJDEP We continue to work with the NJDEP on the critical issues related to moving the redevelopment project forward. Mr. McCue and Peter Ylvisaker met with NJDEP Commissioner Martin on March 22 with a member of Governor Christi’s staff. It was agreed at the meeting to designate Assistant Commissioner Scott Brubaker as Plumsted’s single point of contact and to schedule a follow up meeting with staff from NJDEP, DCA and Agriculture to focus on and address several critical issues related to the Town Center Boundary and Sewer Service Area for New Egypt, Green Acres, location for the sewage treatment plant and pump station, etc. The first follow up meeting was held on March 31. Other follow up meetings are scheduled for April 14, 22 and 23. Interim Shared Service Agreement As stated above, the PMUA approved an amendment to increase its budget in anticipation of authorizing at its next meeting on April 20, 2010 additional engineering and planning studies to advance the Redevelopment Project.
