AND
DESCRIPTION OF SERVICES

RE: TOWNSHIP OFFER TO COLLECT YOUR TRASH, RECYCLING AND BULKY WASTE WITH COST SAVINGS March 10, 2011 Dear Resident:

For the first time, Plumsted Township has advertised for and received bids to provide residents with curbside collection of trash, recyclables and bulky waste items at significant cost savings.

The Plumsted Municipal Utilities Authority (PMUA) received three bids; the lowest bid was from Waste Management of New Jersey.  Based on a review of the service options included in the RFP, the Township Committee and our PMUA believes the service level option which provides for curbside collection of household trash once per week, single stream curbside collection of recyclable materials (mixed – no need to separate) every other week and curbside collection of certain bulky waste items (all the items currently accepted at the recycling center) once  per month will provide greater convenience and service at lower prices than the general public can obtain individually from private companies.

Personally, at the present time, I am paying $111.00 every three months for just trash and recycling collection and have to transport larger bulk items to the recycling center myself. Based on the PMUA’s bids, the quarterly charge (three months) will be $74.00 inclusive of all current fees, an average savings of 22% or $21.55 per quarter ($86.20 annually) based on the average current fees charged by two of the three companies now doing business in Plumsted, none of which provide the curbside collection of bulky waste items*.

At no extra cost, the Township’s lowest bidder, Waste Management, will provide each resident with two (2) new 95 gallon containers; one for household waste and one for recyclable materials. On the occasion where you may have extra trash, the Agreement also allows you to place at curbside outside the container the equivalent of one (1) extra 32 gallon container for collection at no additional cost.   These cost savings will remain in effect for the three year life of the contract.

With the Township-wide bid resulting in an economy of scale of lower fixed costs for the next three years and more convenient curbside service for the residents, the Township will no longer spend taxpayer dollars to operate the bulky waste container services at the Recycling Center. With the opportunity to have curbside recycling, the days and hours the Recycling Center is open is likely to also be reduced to save taxpayer dollars.

If there is sufficient interest from our residents for this lower cost and improved service, the PMUA will begin the above service no later than July 1, 2011. IF YOU WANT TO TAKE ADVANTAGE  OF THIS

SIGNIFICANT SAVINGS OPPORTUNITY, THERE IS NOTHING YOU HAVE TO DO AT THIS TIME.

A follow up letter with further information will be sent to you in April 2011.

However, if you DO NOT want this service from the Township, you must fill out and return by mail or in person by March 25, 2011 the attached form to the PMUA. The PMUA office is temporarily located at 121 Evergreen Road, New Egypt, NJ 08533. For those that opt out from this savings opportunity, the form requires you to submit to the Township your “Proof of Collection Service” from a licensed collector. This information is required by State law.

If you should have any questions or need additional information concerning this opportunity to take advantage of the significant savings and improved services for the next three years, please go to www.pmua.net and click on solid waste or call Peter Ylvisaker at our PMUA at (609) 758-7539.

Sincerely,

Ronald S. Dancer
